Freshman California Rep. Wants to Solve State Budget Crisis By Legalizing Marijuana...... HAHAHAHA !!!!!
No matter what the level, rookie legislators are always funny. They come in like Jimmy Stewart in 'Mr. Smith Goes to Washington', all filled iwth these grandiose ideas of how they're gonna REALLY, FINALLY change things.... Then they realize that NO ONE listens to the new kid. Take Tom Ammiano for instance....
Ammiano, a newcomer to the California State Legislature from San Francisco, has entered bill AB390 to the intinerary for the House this year. What is it? Well, Ammiano sees it as a cure-all for Cali's ills - by legalizing and taxing marijuana. Ahhh, those silly kids !!
AB 390 would allow Californians over the age of 21 to grow , transport, sell, possess ans consume - aka Smoke - all the Mary Jane they want, without breaking the current Federal law the outlaws Pot. Now, we've had lots of discussions about legalizing pot from the personal freedoms aspect, and we'll kind of skip that. However, Ammiano's bill tries to attack it from another point - the state's huge budget deficit. My guess is that Ammiano is not a numbers guy, because his bill just doesn't add up.
Tie for the numbers. It's estimated that pot in California is a $13.8 billion a year industry. Ammiano suggests that they charge a $50 per ounce charge on it. An average ounce bag goes for between $250 for dirt weed, to $500 for higher quality. Of course you can pay much more for top shelf enginereed stuff like G-12. Hey, this is stuff I've heard - I don't smoke, i just hear things. I swear.....
Anywhere, the $50 tax, even if sold exclusively at the $250 price, would generate about $2.7 billion a year. That is assuming that everyone who sells it actually is willing to turn over 20% of his/her revenue to California. That is one hell of an assumption. Why pay the state when you can keep it? While that all sounds like a lot of cash, keep one thought in mind - Cali's annual budget deficit is about $44 BILLION .... That pot cash is a literal spit in the ocean.
While it sounds nice, Ammiano's plan is not a cure-all, there are just too many parts that are pipedreamish. So, my advice to my pot smoking buddies is to not make any plans to move West just yet, and stay here in South Carolina. I'd miss you anyway !!
